Ringtones Are Subject To Compulsory Licenses, Copyright Office Finds

In a blow to copyright owners, the Copyright Office concluded that ringtones — both monophonic and polyphonic, as well as mastertones — qualify as digital phonorecord deliveries (DPDs) and are subject to statutory licensing as defined by Section 115 of the Copyright Act.
