A 47-year old Florida physician is under investigation after a patient claimed the doctor began masturbating midway through an examination. Months after the strange case first broke, the state’s medical board has restricted Dr. Om Parkash Kapoor’s medical license.
Kapoor, of Jacksonville, is now facing charges of battery and indecent exposure. The incident allegedly occurred during a December visit from a patient diagnosed with Lyme Disease. Kapoor, writes the Miami Herald, was released on a $25,000 bond shortly after the patient filed an official complaint.
The ‘emergency restriction’ instituted by the Florida Department of Health doesn’t prevent Kapoor from practicing or restrict his patient pool. Under its conditions, another licensed healthcare professional must be ‘physically present at all times when Dr. Kapoor is interacting with male patients.’
Troublingly, Kapoor’s Emergency Restriction Order (ERO) mentions at least one other accusation levied against the physician in recent times.
“In 2012, Jacksonville Sheriff’s Office received a report from the Baptist Medical Center’s Risk Manager alleging Dr. Kapoor engaged in sexual misconduct with a 20-year old male patient,” reads the ERO. “This matter was not reported to the Department of Health.”
Nor, writes the Miami Herald, was Kapoor arrested or charged.
Instead, the current investigation is centered around the allegations of a man named in the ERO simply as ‘M.V.’
Dr. Kapoor had told the man he’d tested positive for Lyme disease, a chronic illness carried by ticks. Its symptoms include fever, headache, fatigue and skin rash. Considering the occasional difficulty of treating Lyme disease, Kapoor recommended that M.V. subject himself to another examination.
M.V. told the Sheriff’s Office that he was asked to strip naked, bend over an inspection table, and spread his legs, thus allowing Dr. Kapoor to inspect his buttocks and lower extremities. At one point, recounts the Miami Herald, the physician asked M.V. to spread his rear further apart.
“After several minutes, M.V. heard [Kapoor] breathe heavily and moan,” says the ERO. “M.V. then felt a wet substance on the back of his leg. M.V. turned around and saw Dr. Kapoor masturbating his exposed penis and ejaculating into a napkin.”
Puzzlingly, Kapoor’s exposure and M.V.’s subsequent anger didn’t stop the doctor from continuing to masturbate. According to the arrest affidavit, “The victim yelled at the suspect, who turned around and continued to masturbate.”
Both the Jacksonville Sheriff’s Office and the Emergency Restriction order recount how, after ejaculating, Kapoor left M.V. alone in the examination room. The patient retrieved the soiled napkin from a nearby dustbin and turned it over to law enforcement, who swabbed his right leg.
The Miami Herald writes that a JSO detective spoke to Kapoor midway through December, reporting, “I asked him if there was any reason the victim should be in possession of a napkin with his semen, and he said no.”
Kapoor was arrested within a week.
